Routledge has been unlucky with his spurs career, gettinjured on his debut was the worst possible start. however he has failed to impress in loan spells at portsmouth and fulham and IMO is well out of the first team picture at WHL even though he has performed well when he played. I believe a loan move is the wrong option for him he needs a permenant move to allow himself to establish some stability, palace could be a good move IMO.
